
CICP has received numerous commendations and recognition from law enforcement and the industry. CICP serves on the Western States Security and Cargo Council. This Council is comprised of Customs, Border Patrol, representatives from the Immigration and Naturalization Service; FBI; the California Trucking Industry; and many corporate security representatives from major companies such as Target and Hewlett Packard. This Council assists in identifying and preventing both ingoing and outgoing cargo thefts, a major problem at California ports.
CICP provides training for California Crime Prevention Specialists. Our instruction qualifies for POST (Peace Officers Standards & Training) certification for numerous law enforcement organizations such as the Western States Burglary and Safe Investigators Association.
CICP has given countless presentations on crime control to site managers, owners, risk managers, insurance companies, law enforcement groups and numerous panels, television & radio interviews and training films. CICP has had countless articles published in newspapers and trade journals throughout the country.

EXPERIENCE:
Mr. Wixom has been involved in law enforcement, private security, and investigations for over 12 years. He served honorably in the U. S. Marine Corps as a Security Force Marine, stationed at Marine Corps Security Force Company, Naval Sub Base Bangor. While serving as a Marine, Justin carried a “Secret” Clearance for the U.S. Government and received specialized training in weaponless defense, small arms and rifle training, and close quarters combat training.
Justin’s Investigation experience includes law enforcement stints with the Contra Costa County Sheriff’s Department, and the City of Folsom Police Department where Justin was a Patrol Officer, Crime Scene Investigator and Alcohol Beverage Control liaison for the department. While in Law Enforcement, Justin conducted numerous investigations into burglary, credit card and check fraud, as well as identity theft with positive results. Justin also served as the Regional Manager for Pinkerton Consulting and Investigations, managing operations for 4 states in the Pacific Northwest. His tenure with Pinkerton allowed him to conduct high level Investigations and Executive Protection operations for Companies like Eddie Bauer, Microsoft, Washington Mutual, Wells Fargo, and the Washington Department of Transportation, as well as many others.
Justin also worked as a High Tech Crimes Investigator for DISH Network, conducting criminal and civil investigations into piracy, fraud, and theft of proprietary equipment. Working with local and federal law enforcement, Justin worked and brought to justice several perpetrators and recovered millions of dollars of stolen proprietary equipment and information.
During Justin’s career, he has conducted and managed numerous investigations along the West Coast. He has special expertise in investigations and protection.
PROFESSIONAL:
Mr. Wixom is a member of ASIS International where he accepted his chapter’s “Board Secretary” position for 2008. Justin is also a member of California Crime Prevention Officers Association, Western States Auto Theft Investigators Association, National Association of Police Chiefs, FBI Infragard and the Cybercop community in the Pacific Northwest.

Mr. Watson has been involved in the field of Criminal Justice for the past 9 years. He started out working for the El Dorado County Probation Department. After being with the department for 2 ½ years, he was asked to attend the correctional academy for probation officers. At the academy, he was trained in weaponless defense, the use of chemical agents, and interview and interrogation.
While serving as a deputy probation officer, Roger went back to Sacramento State and completed the coursework necessary to gain his Dept. of Justice certificate in the field of Crime Analysis. He spent a year working part time at the East Division of the Sacramento County Sheriff’s Office to complete the required internship. While working at the East Division, Roger’s responsibility was to track burglary and robbery crime trends in the area using the latest in crime prevention software technology. After the successful completion of his internship, he received his Crime Analyst certification from the Dept. of Justice.
Within a year, Roger was back at Sacramento State completing the coursework and projects necessary to obtain his advanced certificate in investigations. He has applied his investigative experience working for companies in both the private security field and private investigations. Roger still teaches investigations at a local college in Sacramento.
Prior to Roger’s completion of his Bachelors Degree he worked in the construction industry for 20 years. He started out in residential construction and quickly moved on to commercial jobs. Roger finished out his years in construction working as an electrician at a large industrial lumber manufacturing plant. While at the plant, Roger was the President of the safety program for 350 employees. He was sent to numerous Cal OSHA training seminars to gain the necessary insight and education regarding safety law, safety investigations, and the implementation of an effective safety program.
